Commute Penalty measurement plan

Same routes. Same clock times. Then Formula 1 changes the equation.

The study locks eight Las Vegas corridors now and repeats them at identical time blocks. A penalty is published only when a control travel time has a matched Formula 1-period travel time.

No fake penalty numbers

The study is live. The penalty number waits for matched evidence.

Current Formula 1 closures and detours are already being logged as official context observations. They do not become “added minutes” until the same route is measured in a normal control window and again under Formula 1 conditions. That keeps the headline metric defensible.

Planned headline outputs: average added minutes, median added minutes, percentage increase and worst measured corridor.
